2006 S80 Brake problem

Hi, I'm after some advice. My brother has my old S80 (2006 - current shape) - there's a lesson in not selling relatives cars, anyway back on topic. He came back after being away all month and the TCS light was on and the park brake seemed to stick occasionally.
He took the car to the local agent and they charged him £115 for the diagnosis. They say the rear brake controller needs to be replaced at a cost of £1500!!!!! They have said that only they can fit it as it's a coded/programmed item.
He's booked the car in this week with the local Volvo indie (Corner Garage near Lytham)....to see what they can do. Any thoughts ideas on this one.....help/advice would be gratefully received.
.....as an aside....it did get me thinking about the complexity of modern cars......I replaced it with a last of the old shape Honda Accord....which has a simple cable operated handbrake.....why oh why do manufacturers need to complicate stuff......
