Does anyone know the best/cheapest source for a new Coscast block or short 5.0L engine based on this block?

I suggest you speak to V8 Developemnts. They offer both new Coscast and rebuilt top hatted/flanged liner seasoned 4.6 blocks. Just be aware that of the 17 blocks with slipped liners that V8D had there recently two were Coscast ones. They have never had problems with any of their top hat blocks. The iron liners in the alloy Coscast blocks are not flanged.

A new top hat Coscast block would be almost the ultimate. Not quite. A seasoned used Coscast block fitted with top hat liners would be the ultimate.

You wouldn't be tying to sell one by any chance, would you?

How likely is that to happen with the Coscast block?

You better ask V8 Devs that and maybe some of the other RV8 specialists (not RPI). Just be aware that the profit they make on selling new blocks/short engines generally outweighs that from getting used LR blocks top hatted. At least V8 Devs are up front about this. I believe they will not now guarantee new Coscast blocks but do so with their top hat ones, even though they make more money from selling the former to customers.

And no mate I don't have any vested interests in this - I'm located in Australia. I've got a 4.6 in my Rover SD1 with Buick 300 heads and am looking at putting one into my Disco - just been weighing up the options.

Places like TRS here that build 5.5 litre 600 hp RV8 powered Tuscans also use top hatted blocks rather than Coscasts because the latter haven't addressed the fundamental problem of differing thermal expansion rates between liner and block and do not provide the safeguard against slipping that flanged liners offer, regardless of the thickness of the waterjacket walls.
