I think it's bored and stroked to 4.5,
It states 4.5 in the title, but I didn't think these were such high reving engines 8000 rpm ??

Maybe the spec looks quite good so it will probably br reving to 7k

The mg racers take 3.9s to that.

350hp from a 3.5 is practically impossible, even it's in thery is possible with a stage 3 (180CFM) head and 7500 RPM. But in practical life do the rover engine suffer from the parallel valve setup. This means that the intake valve (41mm or 42mm) will move very close to the cylinder wall, and therefor do the valve not flow any air on that part of the valve. If you go to the 94mm bore engines will there be more space and thus more airflow, resulting in 330-380hp depending on intake, exhaust and cam.
From my experiences with Rally prep'ed 3.5's (limited by the Homologation rules) 280'ish is more realistic.
The way to go is supercharging. This stock 8.15 CR 3,5 with no other mod than a C30 Rotrex at 0,7 bar gives 330hp
