Flashing red lights

Can somebody clear something up for me. Who is allowed to use flashing red lights?
I know the emergency services (all sixteen of them!) use blue flashing lights and the other classification of emergency vehicle is essentially a doctors car with green flashing lights. You should give way to either if safe to do so and they have exceptions to certain rights of way under certain circumstances.
Does that mean you only have to give way to blue or green lights? Where does red fit in?!

The red lights are displayed to the rear of the vehicles and has the same meaning as the overhead gantry signs in that they mean temp lane or road closure dependant on where they are used, they also go the opposite way to the amber temp restriction sign lights ie left to right

I was curious to find out exactly what the law was regarding them and whilst looking into that I found a list of the various services. It's on there about half way down...

I know the emergency services (all sixteen of them!) use blue flashing lights and the other classification of emergency vehicle is essentially a doctors car with green flashing lights. 1) Showing a red light to the front (there are strict limitations on that) & 2) showing an automatically flashing light of any kind (again strict limitations).
The only people who you'll be likely to see with flashing red lights on, are emergency services using them to the rear for fending off.
