Worried about driving standards

My neighbour has recently passed his driving test, and got himself and the family a nice little black polo run around. I've been informed that he's now taking his daughter out with L plates on, which can't be right.

he should hold his full licence for 3 years before being able to take anyone out for tuition, is that correct?

Further to the story. It turns out my informant (we're a close neighbourhood) saw this chap with his daughter in the car, but he was only showing her the controls, he wasn't actually driving. He hasn't passed his test yet, he's been learning for 17 months! and is aware of the 3 year rule.
