"With-flow bus lane ahead which pedal cycles and taxis may also use"
There is a stretch of road near me which has this sign. However, it also has some times applied Mon-Sat 7-10am 4-7pm.
I take this to mean that any vehicle can use the bus lane outside of these times?? I question my understanding of this sign on my daily drive whilst sitting in traffic, because at the non-peak times when anyone can use the lane, there is generally low traffic anyway so you dont really have a need to use the bus lane.
In my view they might as well just have made it a permanent bus lane!

Correct, not only could but should unless overtaking etc.
