HGV's in the overtaking lane

On a three lane carriageway what is allowed, is not allowed to use it?

I find that recovery flat beds seem to like join a convoy of traffic at say 80 mph leaving visibility very limited.

Anything is allowed in lane 3 providing it isn't a motorway
