Traffic lights

to get into my road you have to turn right across a dual carriageway, where there is a small sliproad to allow you to wait. There are enterances either side, but you cannot go straight across and can only turn left from either side road. Either side of this are 2 box junctions. On the lights where I turn, there is one of those small green left arrows on the bottom right. Even when the traffic going along the dual carriageway has stopped, the little green light will not illuminate until the traffic in the side junctions has been let out.
Anyways my qustion is, can I only go across when that little green arrow is on, even if all the other traffic has stopped? I'm pretty sure that's the case, but I just had somebloke shouting at me for not going when the other traffic had stopped, but the arrow wasn't on. He was blocking the box junction as well, so am I right in saying its his fault for moving before the junction was clear? This isn't the first time this has happened to me either, but I've always waited for the right arrow to appear
hope that makes sense, its on of these lightswww.thinkroadsafety.gov.uk/arrivealive/images/green_filter.gif

interesting I think that it depends on what the main green light is. The filter light on that traffic light operates when the traffic coming the other way has been stopped. If the main green light is just an circular light then I think it means you can turn when it is green. If it is a green straight on arrow, then you have to wait for the filter.
Mind you, I might have made that lot up!

If there is a green filter for you, but the main light is not a filter (it is a full light), you can proceed carefully but don't have right of way.
If the other light is not a full lght, but is an ahead arrow instead, you have to wait for your filter to pass the stop line, or you are running a red light.
