I believe you can pass vehicles doing 12pm or less by crossing a solid line. Happy to be corrected if I am wrong.

‘You may cross a double-white line if necessary (provided the road is clear) to overtake someone cycling or riding a horse if they are travelling at 10 mph or less.’

Very unlikely you will get prosecuted for this. Only way you could get done is if somebody could prove the cyclist was going more than 10mph.

I’m usually riding at well over 15mph when riding and if the road is clear have zero problem with a driver crossing a single solid to pass. Technically illegal but usually totally fine from a safety standpoint.
