Tailgaters who won't overtake

Can someone explain the logic of a tailgater who gets to a nice straight stretch of road, with good sightlines and the other lane of clear of traffic and doesn't overtake?
I actually had someone tailgate me in the left lane of dual carriageway, when the right lane was completely clear. What the fk was the point doing that? Just overtake me.
It is almost like they want to bully me into going faster, which with the number of scammer vans round here, is not something I going to do.

It has nothing to do with tailgating and everything to do with where they don't look and how they don't plan. They only look 10 feet in front of their bonnet. when another vehicle is at that point they adjust their speed to match it, end of. This is how they get gold membership of lane 2 owners club, why they drive along country roads for miles behind a tractor and generally demonstrate they are sheeple, just follow the tail of the one in front.
Unfortunately there is no known cure as they have frequently demonstrated that when the buss in front of them stops to pick up passengers they sit behind wondering why the world has stopped moving past them.

I was once driving along a deserted stretch of rural dual carriageway in the early hours of the morning to catch a flight. I was in no particular hurry so had the cruise set to 65 or so. Eventually someone caught up and proceeded to drive close behind for mile after mile.
I wondered what it would take for them to overtake so continually nudged down the cruise control until we were trundling along at 35mph with them still close behind! At this point I got bored, put my foot down and left them to it.

I once watched one of these follow the bus into the layby, fking hilariousThey are most probably stupid and terrible drivers using your speed and judgment to just follow without much thought.
I drive hgv’s and in Scotland the limit is still 40mph, which I do, and other hgv’s will sit right on your arse despite their being several literally mile long straights which they could easily pass, but they don’t as they don’t want to be head of the train when there’s usually camera vans about, they want to bully you into taking the risk.

I escort a lot of farm machinery around the roads at this time of year. Far too many folk will just sit in the blind spot behind a harvester at 20 mph with no intention of overtaking. I’m sure you can understand that we are less accommodating to pulling into lay-bys on wide open roads. Fair enough on the narrower roads or where a queue has built up though - the public are our customers and I’d rather not hold them up for longer than possible.
