Warrington Road 30mph fatal collision?

In this news today, a driver was sentenced for causing a collision by coming out of a junction when a car, a Kia Sport, was approaching. The Kia driver tragically died.
It happened on Warrington Road in Leigh which I believe has a 30mph limit.
An advanced driver would no doubt be on the look out for cars exiting junctions at the wrong time, but is there anything else that can be learned from this? Is it not the case that a 30mph limit (with modern cars) would usually prevent serious injury?
