Roundabouts - when the exit is blocked!

There's a roundabout I encounter where, I arrive at the 6 o clock position. The exit is straight ahead - 12 o'clock.
However, there is a set of traffic lights just after the exit which often turns to red. At peak periods there is a queue, which backs up onto the roundabout.
What is the correct thing to do - wait at my entrance to the roundabout until the exit clears - or enter the roundabout leaving a gap so that those wanting to enter the roundabout from 9 o'clock can do so.

If it were me, I'd do the latter - I'd join and then hold short of the entrance at 9 o'clock as to not block joining traffic that wants to go in other directions from doing so. However I'd be making sure I kept the 9 o'clock exit clear too, so that traffic from other directions could leave the RAB. However, there is a set of traffic lights just after the exit which often turns to red. At peak periods there is a queue, which backs up onto the roundabout.

Once my 12 o'clock exit clears and traffic starts moving, I'd move off gently but being cautious of traffic joining through the gap I'd left, not realising that the priority that I'd reversed has now reverted to normal.
I have this also near me, a sort of bypass through estates, genius idea.
You get to the last roundabout, the bypass goes to the right but there is also a prime route taking traffic into town across in front of you that at busy times gets busy and queues across the round, blocking anyone who wants to turn right and exit the town from doing so. . So only two exits, but the flow of traffic is going across, so you have to wait for them to exit and go right.
The amount of times I have had to literally pull out in front of people who are blocking 40 or so cars from turning right, the look of shock on their faces as you do so is hilarious. They are blocking the roundabouts other users to sit in a traffic queue! and they can see they will be doing so, but hey, whatever. And are so intent on not losing a place in their queue they will block the roundabout.
