Do you doubt yourself when driving up to an obstruction?

Offslip from the motorway. Everyone else is in lane 2, and it's just started tailing back on the motorway. You can see police lights in the far distance, nearly completely at the end of the off slip by the roundabout in lane 1.
Do you doubt yourself when slowly driving up to the obstruction before merging? I'm happy to wait but the traffic was queuing onto the motorway and I'm hoping it would prompt people to use both lanes so cars aren't poking out onto the motorway (it didn't).
Just need some reassurance, feels like being a jerk but the logic seems correct.

No, I don’t doubt myself at all.
Traffic should queue in both lanes and merge sensibly at the obstruction.
However, people mostly don’t do this so they start trying to merge in much earlier in the queue for no reason and that comes across as pushing in. So then you get the game of silly buggers starting.
