Mini roundabouts - when to give way

There's a mini roundabout which I use every day.
If there is traffic going around it then I will give way to traffic on the right....
bit often there are car's waiting to come out / onto the mini roundabout from the exit to my right. On occasions I have entered the mini roundabout but this morning I was 'honked' at for doing this
Should I wait for traffic to come out and enter the roundabout?

Common sense really, if you pulling onto a roundabout is going to impede traffic coming from your right, you wait.If there is traffic going around it then I will give way to traffic on the right....

give priority to traffic approaching from your right, unless directed otherwise by signs, road markings or traffic lights
Rule 188
Mini-roundabouts. Approach these in the same way as normal roundabouts. All vehicles MUST pass round the central markings except large vehicles which are physically incapable of doing so. Remember, there is less space to manoeuvre and less time to signal. Avoid making U-turns at mini-roundabouts. Beware of others doing this.

But what happens when it is busy and all entrances to the roundabout have queues ? I have to cross several every day were if I strictly obey the rule i would simply sit there until the end of the rush hour. The sensible approach is to take turns but this relies, as usual, on the other drivers being reasonable.
