Urban lane merging

Hi,
I followed some, what I thought, was odd behaviour whilst driving in town.
2 lanes stopped by traffic lights merge into 1 lane due to parked traffic blocking inside lane 1 further up. No lane markings.
Cars set off. Lane 2 starts ahead, lane 1 begins merge (their car is positioned in a merge behind lane 2 car) ahead of obstruction and car following in lane 2 pushes through and past forcing lane 1 to halt.
I thought the guy in lane 2 was ignorant but wondered what the actual rules are. I had thought about merge in turn and I personally would have allowed the car in lane 1 to merge, as I am behind and he is ahead.

No idea on the letter of the law, but if I was driving in l2 I would anticipate the l1 car just pulling in. So would be very cautious possibly drop back and be prepared to let them in.
If I was in l1 and would anticipate l2 car not letting me in and expect to wait for him to have moved past.
There is quite a lot of this round where I live, so that’s my normal take on it.
