Double roundabout paint question

My old man recently got caught out somewhat by the markings at this double roundabout. Wanting to turn left at the first roundabout to enter the second, then turn right, he took the left lane. Of course, closer inspection shows that there isn't a straight on exit at the first roundabout, but you can't see that until you're virtually at the roundabout. Shouldn't this be marked as a left and right arrow in the right hand lane?
In my opinion it should but it wouldn't be an issue unless either old bill ticketed someone and mentioned changing lanes etc as part of the offence or an rtc and it was used as a defence by one of the parties. If there's a lack of signage then approach with caution, give way to the right and drive defensively.
I use this roundabout now and again, if you are a local it's not so bad, yes the arrows are close to the roundabout, if he leaves a bigger gap between him and the vehicle in front he will find it easier to read the road markings, and have "space" to position his vehicle for the approach to the next roundabout.
The arrows are an order....if you are in the lane saying turn left you should go that way.
You often do not have much time to decide where to place yourself if you are approaching it too fast....less speed in will also help.
