Traffic light-controlled short slip roads near Bochum

The east - west dual carriageway running through the fairly built-up Ruhrgebiet area has a lot of shortish slip roads with traffic lights, allowing strictly one vehicle at a time.
The variable speed limit seems to be usually in the range 80 - 120km/h
It seems unfair on HGVs and others that these traffic lights make it difficult to build up enough speed to join the carriageway. Stopping and starting also affects fuel consumption and pollution.
Am I missing something or are these traffic lights a daft idea?

I think the idea is to allow one vehicle at a time to accelerate up to speed to join the lane 1 without causing too much slowing/bunching on the main carriageways.
Probably doesn't look ideal for HGV's, but if you think about it it's better than a queue of stationary or nearly stationary traffic trying to merge at the start of the merge point/across the solid lines separating the slip road from the carriageway.
