Which other countries have post test training or assesments for civilians? Certainly in the US the only 'advanced' training seems to be track based.

Does anyone else have an equivalent of pass plus or IAM?

I had some exchanges with Eddie Wren a few years ago - an ex UK Trafpol who was involved in training in the US to kind of Roadcraft formulae.

The exit for East Syracuse is one that I took regularly when I lived in Syracuse for 6 months - never noticed it before.

In the US, the Motorcycle Safety Foundation runs courses at different levels:

British riders who have done MSF training have given it the thumbs up. At least one IAM group incorporating MSF techniques into its training programme, as has prominent advanced instructor Malcolm Palmer.

Also, in the US, Bob Bondurant's programmes are perhaps the most well known. They may be track-based, but it's what's taught to Phoenix Police and US Special Forces, who have fed back into the course design after 'pressure testing' techniques. Bondurant . as well as a high performance course for civilians:
