Cautious undertaking

This morning I watched a Volvo estate in lane 1 come up behind a slow moving vehicle in lane 2. The Volvo hadn't moved left to pass and was presumably within his rights to pass on the inside, but before passing he slowed right down and sounded his horn, obviously worried that the lane 2 driver might wake up and pull left at any moment.
The interesting thing was that this Volvo extate was a fully marked ambulance with blue lights going, and the driver was obviously still wary about passing on the inside. I think I'll be even more cautious in these situations in future.

Situations like that need extreme care and the knowledge that the on being passed on the inside will not suddenly 'wake up' and pull left
If certain that they know you are there then alls well to pass
If they did then change lanes the responsibility is on them to ensure it is safe to do so
