PocketGPSWorld is the source and the cost is zilch. Quality probably isn't as good as the commercial camera databses such as Enigma, but in my experience it is pretty good.
TomTom now do their own service for something like $59 a year as I recall, but they've not been in the business long so I don't know how good their data is.

PocketGPS' one is passable. I've found a couple of Gatsos that it's missed so far (they've been there ages too) but it's pretty good. As a navigational aid it's great, only tried to get me lost once, in Enfield, due to some road works they had at the time, so not really TomTom's fault.
