Peugeot - can't retrofit Satnav...?

Long story, short.
Dad buys (21 plate) van. Van is listed as having 'Touchscreen navigation pack' but when it arrives - evidently doesn't. Raised with dealer who offered £400 contribution to getting a new head unit fitted but it'll have to be done by Main Dealer.
Rang multiple Peugeot dealerships and they won't / can't do the job. Only comes that way from the factory apparently!
So now we have new van with no navigation pack (which is what he really wanted) and no way to get one fitted. Dealer has suggested "buying a TomTom" which isn't really the best option as he hates cables floating around in the cab.
Is this BS or is this a way to avoid retrofitting units across vehicles? I just can't see the logic of how it can't be possible to do...?

Id imagine it wouldn’t just be a case of swapping the head unit as it’ll need the antenna too. I’ve got a Citroen dispatch and plug my iPhone into it which then allows Google maps to be used and controlled on the display touch screen so that may be worst case if you can’t get sat nav retrofitted.
I assume you didn’t get it from a Peugeot dealer otherwise I’d be wanting it swapped for one with sat nav. Or if from an independent then personally I’d want to return the van if sat nav was one of my main buying points.

I completely understand it might need more "stuff" installing to make it operational but that would still make it possible rather than the flat "Nope - can't do it Sir" I'm getting at the minute? I can't see what physical barrier (other than it not being worth it to the dealers) there can be?
The touch screen radio on these actually control a bunch of settings and is linked to the information displayed on the dash (MPG, etc), so I imagine you may need a different control module behind the dash too. I imagine the wiring loom is the same but wouldn't be surprised if it wasn't, so it's probably much more than just swapping a head unit unfortunately.
Having used the navigation unit in mine (2021 Relay), you're probably better off using the £400 contribution towards an aftermarket unit anyway!

It could well be BS. VW wasn't much help when I rang about upgrading my stereo and the stereo they could supply and fit would be a couple of grand! I also got told by a couple of ice companies that id have to get an aftermarket unit.I ended up getting an oem plug and play unit with all the mod cons for £330
Point of my little story it it could well be possible its just finding who can do it or knows what can be done. Ring some auto electricians or a peugeot specialist if there is such a thing nearby.
