If you have an EOBD scanner, try clearing any codes as a registered fault could lock out the headlight steering function (depending on how Ford do things).
I bought a Merc with non-functioning cornering lights. I found there was a fault code stored, I cleared the code and they worked perfectly ever after. You can actually see the beam steering left and right as you drive up slow windy roads.

Check to see if the fuse is blown, then clean all the connectors with electrical contractor spray, then check the earth / ground bolt isn’t loose or corroded.
You can eliminate the bulb, by swapping the bulb in the left hand side for the bulb on the right hand side. And seeing if the fault swaps sides.
After that, it would be getting a multimeter out and doing voltage checks at the fuse socket to see if the fuse is and checking all the plug breaks along the wiring loom and then at the end where the bulbs socket is, to see how far electrical power is getting. Then a resistance check between the bulbs Earth / ground and another earth point to see if it really is grounded or open circuit. The biggest difficulty would be finding a wiring diagram for the car.
