The tracker may be locked to the O2 network. Google for unlatching + tracker model
Or it could need the APN changing to the 3 user/pass if in GPRS mode

Three still have some limited 2G fallback on Orange/EE but not for data, these 2G only sites are rare these days as most have been brought into the mast sharing partnership between Three and EE known as MBNL.
Three also activity block 2G only devices, a legacy from when they first launched as their 3G network was poor and the 2G fallback was with O2 which coverage was vastly superior at the time.
You should be able to tell which type of network you are connected to in your phones settings (SIM Status) or use an app like LTE discovery if you are feeling adventurous, but don't change any settings!
Giffgaff will be fine as they are owned by O2's parent company and use O2's network.
