Can you re-program your car?

I've been wondering if it's possible to re-program the buttons around the car?
For instance, my steering wheel has volume up and down buttons, could they be re-programmed to, say, operate left and right indicators?
Not talking about any car in particular but it might influence my buying decisions if it was possible. I have no use of my left arm, so currently have extra buttons where my clutch would be. This costs around £600 per car to install, so I'd much rather lose the ability to change the radio volume and save a fortune :-)

Depends upon what you mean by "Possible". It will always be possible but may involve having a custom dashboard ECU created for your car. This is likely to be somewhere between 'expensive' and 'very very expensive indeed'.
A lot will depend upon the car and the way that the buttons are set up, although it is unlikely to be something you could do without getting into quite a lot of technical detail. If you are serious (and happy to possibly spend a chunk more than that £600!) then you'd need to talk to an electronics expert.
