LED rear lights - why can't they be fixed?

So it's £250 for a new back light, I stripped it down and an easily removable SMT circuit board has 20 mini LEDs on that have 16 failures (gone dim not gone off)
In theory I can post the circuit board to be fixed but no idea where or who to.
Anyone know who can fix a surface mount pcb?

I have a mate who owns a very good classic car business in Asia, imported cars parts are difficult to get and expensive, labour is cheap, He had an Aston Martin in a few weeks ago, it was what is known as a gray import, bought in from the UK 3 years old, had no rear light working, they were something like 1500 pounds to replace, he managed to get his auto electrician to repair them using LED's bought from the local shop, it wasn't a big technical problem but it took a long time, OK at 7 pounds an hour, say 3 days that's 160 pounds, he spent at least 1/2 a day going round the shops looking for the bits, at UK prices the labour rate would soon make the OEM part economically advantageous.
He can get almost anything repaired, local machine shop will make adapter plates, bore things and fit bushes, etc, for one offs and small batches, would never be economical in the UK.

I took it apart and it's a easily removable 6 inch pcb with smd LEDs for brake and identity lights, anywhere with the ability to fix a pcb can do it and I will get it done when I lay the cayenne up in a month or so - I know not all are accessible but this being a hybrid bulb and led unit it's possible.
