1,000 mile service

Does the head or any other part of the engine get retorqued at the 1,000 mile service on new/rebuilt cars?

No. The tappets are checked and reshimmed as necessary, and check/ adjust cam chain tension. New oil and filter - and make sure they drain the oil out of the engine sump as well as the oil tank.
