Valve Clearances

Just checking all the clearances now after a full rebuild( engine not run) and some are on the lower end for clearance and some mid point. None at the upper end.
Whilst its all out and I have new shims would you start at lower end( smallest gap) mid or largest.
When the engine runs in do they close or open in gap with wear.
Also just checking I measure between shim and the foot of the new folowwer yes? NOT between cam and top of follower?

I assume it's the same as the AJP8, in which case the gap closes up with use and age (valve stems stretch?). Which is why a quiet lump without clatter on a cold start up is not what you want...Whilst its all out and I have new shims would you start at lower end( smallest gap) mid or largest.
