Lower or Primary Chain adjuster

Has anyone adjusted this?
I can find detail on the top one but not the bottom one, any views or experience.

No it's not!

Using the lower adjuster, tension the lower chain anti clockwise until tight then back off one complete hole (rotate washer if only half a hole showing).
