111R Rear Fog Lamps

I have a 2004 (54) 111R and the fog lamps have stopped working. No LED in the switch when I push it. Fuse, bulbs and Switch integrity all test OK. Is there a relay on the big circuit board that's mounted behind the speedo and is this what I need to change?
