Heavy steering on full lock + 9K service cost

Hi,
I'm considering buying a 98 Elise that I've seen however I need a couple of details confirming to put my mind at rest:
It needs its 9K service right now. Approximately how much should I budget for it at a Lotus dealer (tyres/brakes appear to be fine)?
The steering felt fine except on full lock when doing a 3-point turn when it was very very heavy. Is this normal?
Finally, in the rain is it normal for steam to come from the front bonnet grills when you stop (I can hear you laughing already). I was told it was water that had run forward on to the radiator and was evaporating.

You should allow £200-£300 for a 9000 service (but depends if you go main dealer or specialist, the steering shouldnt be too heavy when turning but is more weighty than when on the move, and finally dont worry about the steam - they all do that when its raining, unless of course the steam is followed by a plume of coolant!
