Elise S1 starting problem

Hi, hoping someone can help or recommend a specialist in north west England
I have a 1998 Elise bought new and took out to Spain it's done 12,000 miles and Is standard
Due to other things I did no touch it for 3 years and now it won't start!
I've brought it back home to try and fix it
New battery fitted it turns over but won't fire, the fuel pump does not appear to be making a noise, but there is a click from the relay 5 secs after ignition.
I have taken pipes off fuel filter no fuel during priming or cranking.
I have fitted an Elise parts cobra imobiliser by pas to hopefully rule that out
I have live at fuse ( between imobiliser and ecu right?)
I have live both sides of inertia cut off
And here's my problem I can't check plug on pump at tank without dropping it so I'm stuck but what I'm not sure about is why all the wiring is permanently live does it operate by introducing an earth or is my problem causing it to be live all the time?
As it stands if ignition is on or off fuse and inertia switch are permanently live, is that right?
If so I guess it's tank out and new pump
