Exige S Decat pipe ?

Hi, some questions:
Will a decat pipe and standard silencer exceed 98db static ( I was thrown out of donington with just a sports exhaust, it hit 99.5 db's (albeit a very knackered exhaust) ?
Where can I get a decat pipe from to fit OEM headers/ silencer ?
Do you really have to get the engine tuned after fitting it, where can I get this done ?
I want a bit more noise and performance if possible but do not want to go above 98db's and don't want to risk another sports exhaust going above 98 db
