Heater air blend flap problem?

Looking to buy my first Elise I viewed an S1 today which had a problem I've not heard of before - it always blows hot air into the cabin.

The hot/cold slider worked ok and can be seen working the lever on the heater under the front access panel. I'm guessing there is a fault inside where the flap is broken or badly adjusted? The lever moved through it's full travel and was hard forward.

Just wondering if anyone has experienced - and hopefully fixed! - this before? Was it tricky/costly?

My S2 has the same issue, its a expensive job at Lotus iirc £600 for a £40 part

I have read that S2's (or least later ones and ones with air-con?) used actuators to control the air distribution? Whereas in the Elise manual I found online the S1 looks to be a simple cable and mechanical flap with a lever on top?
