Wiper only works on fastest - any ideas?

I only noticed the wiper problem when out today and pulled the lever to get some screenwash on the screen. The wipers didn't come on, neither on intermittent or normal but only on the fast setting. Then, if I move the wiper control back to the off position the wiper stops wherever it is - i.e. doesn't return to its "parked" position.

Any ideas?

Might be worth changing the relay (to one of those VW Golf ones with a variable-speed intermittent wipe!)

Could be the stalk itself.

Also, I have had cars in the past that had a park relay or one that had a fuse for parking the wiper. Really sounds like the stalk to me though.
