Exhaust support & brown/blue wire?

Hey all,
Finally got a nice garage, so decided to start using tools on the Elise. And after some nice little work, I ran into the following.
- While cleaning the wires around the oil filter, I ran into this blue/brown wire that doesn't seem to be going anywhere. The other two wires run to the alternator: big brown one and a brown/white one. I'm not missing any function that I know of, but it seems strange the brown/blue one just stops there. Does anyone know what this is about?
- I found the rubbers on the exhaust support have worn. So, I would like to replace them. There's the ones which support the cat/downpipe. The nuts of the bolts however seem to be inside the structural beam; so unreachable. Does anyone know if the nuts are fixed and I can safely remove the bolts? Or will it turn in an nightmare where I can't retighten them without removing the engine?
