Saab 9-3 Aero Brake failure

Not my car, but a friends. Saab 9-3 Aero Turbo Auto, V'reg.
Has had the brakes fail almost entirely. Pedal goes to the floor and a few peddle pumps and then hold the pedal it just drops to the floor again. No warning lights coming up or running problems.
What I have noted upon a quick nose around it is:
-The fluid is not going down at all, not even a smidge. But it looks ify, its clean but bubbly ( in my opinion it looks slightly contaminated ) but how that could have happened suddenly I do not know, unless the servo vacuum somehow blew oil into the servo or something bizarre and impossible ( but you get my drift ).
-And this I hold more faith in being the problem, the vacuum pipe at the mechanical pump end ( of the cam shaft ) has been taped up and seems to have black silicone stuff splodged around the part that inserts into the pump. I can't feel or hear it leaking, but it doesn't look safe at all anyway ( any thoughts on where I can get a replacement for the whole vacuum pipe set ? ).
-All four corners show no signs of leaks, damage or anything that might cause the brakes to fail.
Any thoughts anyone ? All tips, ideas etc are much appreciated !
