9-3 diesel - expensive fix needed or not?

Hi, my wife's '04 9-3 Tid 150 has been misbehaving and showing a loss in power when pulling away and also at speed on hills. My local dealer hooked up the diagnostic kit and we're having the exhaust gas recirculation valve replaced today (approx £104 + VAT + labour). So far so good?

The engineer then said that (bear in mind I'm describing this as a layman!) that one of the four arms that operate the plates on the inlet manifold had come adrift, couldn't be successfully re-attached in their experience, and therefore the fix is to replace the inlet manifold and the swirl activator motor at a cost of approx £800. He also said that if this was not done there was a possibility that the diesel particulate filter could block, and that would be £1200 for the part alone!

My question is - is there a cheaper way of replacing/repairing the arm and can anyone recommend a good independent in the NW?

i didn't think the 150 diesel had a DPF in 04?
