Rear seatbelts - inertia reels locked up (9-3 hatch my2001)

Saabscene appears to be down and I have an urgent query - basically the rear seatbelts have locked up - is there anyway to 'release' the inertia reels - there does appear to be holes that I can see the seatbelt through, but it's dark, and cold and I'm fed up poking about without a clue!

Any help much appreciated.

EDIT: Now fixed - I ended up unbolting the bar that runs along the back of the seats so that the seatbelt reels were back to horizontal and fortunately they started working again.
