ignition barrel problems ?.

when my wife returned to our 97 9-5 se yesterday the key would not turn in the ignition. The RAC man took a few things apart lubricated something ( I wasn't there, hence the vagueness ). Once this was completed the key would turn once again and the the car was driven home. However now the remote fob has topped working, could just be a dead battery but a bit coincidental.

Therefore my questions are

1. is this stuck ignition barrel common ?.

2. is it a case of changing the barrel and is this easy to do yourself ?. Any ideas of costs

3. is the car clever enough to relaise that the ignition had been messes around with and has slipped into a security mode ?.
