Puff of smoke on start up

On a cold start I'm getting a large(ish) puff of grey smoke from the exhaust, doesn't persist and smells a bit oily.
Is this the dreaded turbo seals failing, if so - how expensive??
Or is the valve stem oil seals more likely? again, how much to put right??
Car has 59000 miles and has spent most of the last 6 months doing relatively short journeys only as the wife has been on maternity leave.
I live in Winchester, anywhere localish you'd recommend to do the work?

I get the same though not noticed a particularly oily smell.
Mind you my drive has a slope on which I tend to park at a slight angle with our second car alongside square on to the slope. All my previous cars (iirc) have had the same 'problem' yet hardly used any oil at all - never more than about 1/2 ltr between services and all were high mileage whan I bought them.
I have not noticed smoke starting up on level ground (though it might be more difficult to spot) so I assume it is the slope that contributes to the effect.
