Replace or repair turbo

My car is a 2001 9-3 aero hot and I believe the turbo spec is
Turbo Model: TD04HL-15T-5.0
Turbo OE No: 49189-01800
The problem with the car is puff of blue/white smoke when decelerating after the turbo is on boost. Otherwise, the turbo appears to be working fine. My feeling is an oil leak in the turbo (is this possible).
Money is a bit of an issue, so bearing that in mind, would you recommend a new turbo or a repair kit?
