SAAB 9-5 2008 TID PROBLEM

I have a Saab 9-5 1.9 TID. When I bought it was told the inlet pipe to the intercooler had perished and needed replacing. This was causing the car to smoke and go into limp mode.
Over the last week or so the smoking got worse as I was loosing power.
Called the aa out who told me it needed further investigating.
As couldn't get it into a garage I decided to have a look myself.
There is this hole
This is at the top right of the engine and you can
See inside it. Any idea what it is. Also why it is missing ?
