9-3 convertible seat belt issue

Second gen 9-3 convertible with seat belt issue. I have bought a supposed tested second hand seat belt which arrived today. My question is, when holding the seat belt in my hands i cannot no matter how hard i pull extend the belt. Does the seat belt have to be fitted into the car and the pretensioner plugged into it before it will extend or is this one likely to be duff as well??

The belt will only pull out of the reel when the reel is at the correct angle.

Hold the reel at roughly the angle it will be bolted to the car and pull carefully.

Adjust the angle ever so slightly until it works.

It SHOULD work......

Worked perfectly, bolted into the car and everything is good.
