Same on a 93, bit late to tell you now, but I found that if you took out the fixings to one half, with the help of a second person (my 14 year old son!), you could flex the bumper forward sufficient enough to get the headlight unit out. I took this approach as I was only replacing one Xeon lamp at the time, and I thought that with my luck, I would end up scratching the bumper if I took it totally off.
Ended up fitting a Xeon lamp to the other side 6 months later, but at least it spread the cost, they are so so expensive!

Didn't take the bumper off when I did mine (2002 9-5 so maybe different?) Admittedly I had to move the headlight out a smidge after taking the indicator out.
The reality is that you probably could get the bulb in without taking anything out but you can't see where to put it and there is no rooms for fat hands!

Really no biggie. Don't even bother trying to squeeze hands in behind the headlight. Remove the indicator first (this has one clip to release) and then undo the bolts for the headlight and slide it forward enough to get your hand in.
