Classic car scene and new city polution rules

Is there any indication that the new city polution rules are affecting the classic scene and the value of classics.From what I understand using an older car on regular basis is almost immposible in in a growing number of cities.So this must effect values of old W123's etc.
Iwas think about a trip around some of the steam narrow gauge railways and a visit to the Mercedes benz mueseum next year in a W124.

My Healey runs on an "H" plate and I have no sticker at all - never had any problems or got pulled by the police so I think as long as you are on historic plates your fine.
There was a heated debate about letting classic into city centres (didn't look like they would be allowed for a while) and if the hadn't I am sure the market would have taken a hit. There was a big protest car parade in my city (munich) and in the end they gave in (nationwide I believe).
