Advice please on sill rust repair for TÜV

I need some advice from the German PH collective...
My friends car has just failed it's TÜV inspection on some rust in the sills. Its not too bad, but does need some welding. I'm a competent welder, so offered (possibly foolishly) to help.
Am I allowed to patch the sill (like we can for UK MOT), or do I have to cut out the whole sill and weld in a new panel? I have no problem completing the repair either way, but it's just a 15 year old euro-box, so would prefer not to have to get too involved!
Any advice would be most welcome. Thanks!

Be careful! The TüV don't like butt welding. You're normally supposed to plug weld. The theory is that the weld itself is strong but there is a weak point between the weld and the parent plate.

Thanks, I just welded a dirty great plate over the top. Seemed to work. Tester passed it... HTH
