Winters conditions? Winter tyres

I'm thinking of briefly taking my car to Germany for 1 day at the end of October.

Reading up on the winter tyres situation, am I correct I only need to have them fitted if it's icy or snowy ?

Guessing from this I should be fine with my 'summer' tyres on my uk car ?

It's unlikely that you will see snow or ice below 1000m.
Rule of the thumb for winter tyres IIRC is conditions below 7°. In case of an accident, the actual weather at that time and place will be considered, and if winter tyres would have avoided the accident.

I always change mine in November.
