German car insurance third party question

Does German comprehensive car insurance cover provide third party cover for a car you don't own? Would this still apply if you are driving a UK registered car in Germany? Finally, would only the proposed have the third party cover or would all named drivers have it? I don't live in Germany or currently drive a car there.
No, 'Vollkasko' just includes damage on the car it is underwritten for, and is not mandatory to have. Third party 'Haftpflicht' is mandatory for road registration, and covers all third party claims, including for immobile objects or foreign registered cars, but not the vehicle it is underwritten for. (I am not a lawyer, btw.)
Usually, car insurances in Germany include everyone driving; though in the last ten years, you'll get a rebate (5%-10%-ish) when only having one named driver or restricting the use of the car to a certain age group or just your household. Even if that rule is broken by a driver that is not included in the insurance, the Haftpflicht insurance will pay out for damages to third parties, and then might claim back from the driver or insurance holder...
