All vehicles no matter where registered are required to have winter tyres when driving on snow, ice or slush only. If none of those are present and its winter you do NOT need winter tyres. But don't get caught on snow without, as it can cost 3 points per tyre and up to €300 fine per tyre.
Parked cars are NOT affected!

Or leave the car for a day until they've got the snow cleared, we DO have snowploughs here y'know!

...but then Mr and Mrs (we've always done it like this so I'm not gonna change now) Anal come out of there homes with a snow shovel, and scoop the pathway clear by throwing it all over the bloody road again!!! Some things about this country (Germany) just confuse the cr*p out of me.

Why the confusion. All home owners (or their renters) MUST clear the pavements around their property by 7am and keep it cleared till 8pm, exception during a snowstorm. If you don't you can get heavily fined and/or have insurance claims against you. So the council comes by, when they can be bothered, with no legal responsability for actuially doing any clearing, and at high speed shoves all your hard work back on the pavement....
You can be sure, my snow from the pavement goes right into the middle of the road.....

You have to appoint or pay someone to do it for you.....or get up early, clear the pavement and hope that it doesn't snow until you get home!
It seems to work without any great hassle here, and people go to work early, no 9am starts here you know!

You are right but where I live only the truely anal Germans do that. And my neighbours wash their cars in the driveway, throw the water down the drain in the street.
