My French friend agrees with your French friend. Generally never tip in a restaurant, unless you get exceptional service, and then €5, or €10, not a certain percentage.
Tip a few centimes in bars, perhaps the bits below the full euro i.e. 2 coffees come to €2.60, leave €3 etc. Waiters in Paris will expect much more.
